This is always true only in the
expectation sense. The power spectrum of sum of two signals is not
exactly equal to the sum of two spectra of the signals and depends on
phase difference between components of the same frequency in the two
signals. But, this assumption is widely accepted, e.g., in spectrum
subtraction for noise reduction from noisy speech signals.
